The game registers that ratio and unlocks the paragon option there. Alternatively, let's see it later in the game, where your paragon bar is almost full, but you've used quite a few renegade options as well. So you can have a rather full bar of paragon and still find yourself missing checks due to the ratio you've obtained up to that point. And that's one of my only gripes about the conversation system. What's the point of the bar if it really doesn't mean anything? Why not give us access to the percentage instead that's actually used for the in-game speech checks?
